Harmonizing Sustainability: Integrating Javanese Tri Dharma Sambernyawa Philosophy into Regional Governance for Blue Economy Advancement

The purpose of this research was to incorporate the Tri Dharma concept into the Regional Government's public policy, with the goal of promoting the development of the Blue Economy. A qualitative design was used in this paper, the data was more substantive categories, which were then interpreted with references, referents, and scientific references. The type of data used by secondary data researchers was in the form of documents, written text or photos related to the research. The data collection technique used by researchers included documentation, all data were then analysed descriptively qualitatively according to the model proposed by Miles and Haberman. The value of local wisdom was related to Raden Mas Said's leadership, which first required a slogan, or vision and mission in pursuing an ideal. This research concluded that the Tri Dharma concept required direct active participation of the people in the administration of regional government. These three principles then transformed into a kind of main ideology for all citizens. As a citizen, it is undoubtedly essential to have a clear understanding of yourself and to actively discover your true potential. Then, all this potential must be placed on the basis of a sense of togetherness in having regional government. The concept of Mulat sarira Hangrasa Wani is linked to the implementation of development related to the regional government's blue economy, emphasising how the government administrators and citizens are able to recognise the potential that exists in the region and the geostrategies owned by the regional government. The concept of rumangsa melu handarbeni can be applied by creating awareness of the use and control of marine potential with full responsibility. The implementation of the wajib melu hangrungkebi concept is accomplished by realising an ability to control areas in the form of oceans and at the same time prevent opponents from exploiting these areas for their interests.
